Clean Ocean Preservation Act of 2002 - Establishes an effects level of poly-chlorinated biphenyls (PCBs) for remediation material at the Historic Area Remediation Site (HARS) off the coast of New Jersey.

Requires any Environmental Protection Agency rule concerning such sediments to be at least as protective of human health and the environment as the established level.
