Motorcycle and Motorcycling Small Business Protection Act - Amends the Clean Air Act to establish emissions standards for gasoline-fueled highway motorcycles for model year 2004 and thereafter. Excludes the sale of highway motorcycles from otherwise applicable certificate of conformity requirements.

Prohibits the Administrator of the Environmental Protection Agency from waiving Federal highway motorcycle emissions standards in favor of a State standard.
