Building Opportunities for Our Kids Act - Amends the Elementary and Secondary Education Act of 1965 to authorize additional appropriations to purchase textbooks for use by eligible schools under the schoolwide program of part A (Improving Basic Programs Operated by Local Educational Agencies) of title I (Improving the Academic Achievement of the Disadvantaged).

Directs the Secretary of Education to establish a Textbook Recycling Program to facilitate the donation of textbooks by any local educational agency (LEA) to any other LEA for use by such eligible schools.

Directs the Comptroller General to study and report to Congress and the Secretary on the condition of textbooks used in public elementary and secondary schools, separating data for such eligible schools from that for ineligible ones.
