Live Horseracing Protection Act of 2002 - Amends the Interstate Horseracing Act of 1978 to rename"horsemen's group" as "host horseman's group," distinguishing it from "off-track horsemen's group," a breed-specific group representing the majority of owners and trainers in an off-track State that corresponds to the breed of horse in the races subject to the interstate off-track wager on any racing day.

Includes "off-track horsemen's group" among those whose consent is required for acceptance of interstate off-track wagers by an off-track betting system.
