Equity in Education Act of 2002 - Amends Title VI of the Civil Rights Act of 1964 to apply to the party denying discrimination the burden of proof to show that a practice is reasonably necessary and appropriate to the purpose of the program or activity in question, if the party claiming discrimination demonstrates that the practice has a disproportionately negative effect on a protected class.
