DEBATE - The House proceeded with one hour of debate on the motion to instruct conferees. The instructions contained in the motion require the managers on thepart of the House to ensure, to the extent possible within the scope of the conference, that no provision of the bill will create a deficit in the non-social security portion of the Federal budget during any year of the 10-year budget estimating period unless there are sufficient offsets under the bill so that there is no net deficit during such 10-year period.
