Amends the Social Security Act to establish $28 as the national minimum payment for a diagnostic or screening pap smear laboratory test furnished in 2002 for which a claim is billed under the Health Care Financing Administration Common Procedure Coding System (HCPCS). (Currently such payment must be determined according to a specified formula).
