Amends the Federal Power Act to direct the Federal Energy Regulatory Commission, upon licensee request, to extend until December 31, 2002, the deadline for commencement of construction of a hydroelectric project in the State of Pennsylvania.

Provides for license reinstatement if the license for the project has expired before the date of enactment of this Act.
