Requires the Secretary of Veterans Affairs, if in any year the maximum annual rate of pension for an eligible veteran is less than the applicable baseline income level (125 percent of the poverty income level) for that veteran, to apply the baseline income level in lieu of such maximum annual rate in determining such veteran's annual rate of pension.
