September 11th Heroes Stamp Act of 2001 - Directs the U.S. Postal Service to issue a semipostal (first-class postage stamp sold at a premium) with the proceeds from its sale going to provide assistance, through the Federal Emergency Management Agency, to the families of emergency relief personnel who were killed or disabled as a result of the terrorist attacks against the United States on September 11, 2001.
