Round II EZ/EC Flexibility Act of 2001 - Authorizes appropriations to: (1) the Secretary of Housing and Urban Development for specified urban empowerment zones; and (2) the Secretary of Agriculture for specified rural empowerment zones and rural enterprise communities. Permits: (1) use of such funds for zone or community strategic plan implementation; and (2) use of Federal funds to pay matching fund requirements.

States that an empowerment zone or enterprise community shall not loses Federal funding because of reclassification as a renewal community.
