Amends the Federal judicial code to prohibit construction of facilities for holding court unless: (1) the Director of the Administrative Office of the United States Courts submits to Congress a report setting forth the plans for the proposed construction; and (2) 30 days have elapsed and Congress has not, before the end of that 30-day period, enacted a provision of law disapproving the proposed construction.
