Food Stamp Overpayment Protection Act of 2001 - Amends the Food Stamp Act of 1977 to provide that: (1) no member of a household shall be liable in any calendar year for the nonfraudulent overissuance (to such household) of food stamp coupons having a face value of $1, 000 or less; and (2) an overissuance for which no household member is liable may not be collected.
