Electricity Gouging Relief Act of 2001 - Instructs the Federal Energy Regulatory Commission to order a refund of unjust and unreasonable rates and charges by public utilities on sales of electric energy for use in the area covered by the Western Systems Coordinating Council of the North American Electric Reliability Council.

Applies such refunds to charges paid between June 1, 2000, and the enactment of this Act.

Authorizes State enforcement of this Act.
