Andean Region Contractor Accountability Act - Prohibits an officer or employee of the U.S. Government from entering into a contract under which the Government provides financing for a nongovernmental organization or individual to carry out military, law enforcement, armed rescue, or other related operations (except humanitarian activities) in countries of the Andean region (Republic of Bolivia, the Federative Republic of Brazil, the Republic of Ecuador, the Republic of Colombia, the Republic of Panama, the Republic of Peru, and the Bolivarian Republic of Venezuela), including any narcotics control operations.
