Small Business Enhancement Act of 1999 - Directs the U.S. Trade Representative to establish a new position of Assistant U.S. Trade Representative for Small Business to promote exports by small businesses and to remove foreign impediments to the success of such undertakings.

Amends the Congressional Budget Act of 1974 to require the Director of the Congressional Budget Office, to the extent practicable, to prepare for each reported public bill or resolution a small business cost analysis.
