Early Learning Trust Fund Act - Directs the Secretary of Health and Human Services (HHS) to establish and maintain a program of financial assistance to States and local entities for full day, full calendar year early learning services for prekindergarten children.

Sets forth program requirements for State allotments and local allocations, State administration through as Lead State Agency, State and local councils, applications, and reports.

Directs the Secretary of HHS to consult with the Secretary of Education in developing and issuing program guidance instructions.

Authorizes appropriations.
