Health Care Consumer Assistance Act - Directs the Secretary of Health and Human Services to award grants to enable States to contract for the establishment of consumer assistance programs designed to assist consumers of health insurance in understanding their rights, responsibilities, and choices among health insurance products.

Prescribes guidelines for: (1) State grant eligibility; and (2) entities operating health insurance consumer offices for the State.

Authorizes appropriations.

Sets forth reporting requirements.
