Amends the Higher Education Act of 1965 (HEA) to increase the amount of student loan forgiveness for teachers under Federal Family Education Loan and Direct Loan programs.

Prohibits any borrower from receiving double benefits, for the same teaching or other service, from student loan forgiveness under both HEA and the National and Community Service Act of 1990.
