NICS Partnership Act of 2000 - Authorizes appropriations to the Department of Justice to directly reimburse States for the reasonable costs necessary to serve as points of contact for access to the National Instant Criminal Background Check System.

Directs the Attorney General to submit to the Senate and House Judiciary Committees a report on the appropriate formula for such reimbursement.
