Equal Access to Medicare Home Health Care Act of 2000 - Amends title XVIII (Medicare) of the Social Security Act with respect to payments made under the prospective payment system (PPS) for Medicare home health services: (1) eliminating the 15 percent reduction in payment rates under such PPS; (2) requiring repayment with interest of Medicare overpayments by home health agencies after a 36-month grace period during which no interest shall accrue; and (3) providing for ten percent additional payments under the PPS for services in rural areas and security services.

Directs the Secretary of Health and Human Services to report to Congress on the feasibility and advisability of including home health services furnished by telecommunications systems as a home health service for purposes of payment for such services under the PPS, and of requirements with respect to physician certification of the need for home health services.
