Universal Service Support Act - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC) from enforcing its regulations limiting the annual amount of the total nationwide loop (connection) costs to be paid from the Universal Service Fund. Prohibits the FCC from: (1) enforcing individual caps imposed on carriers in connection with requests for study area waivers; or (2) imposing any new cap that would limit the per-loop support calculated under FCC regulations.
Requires the FCC to calculate: (1) high-cost (in excess of 115 percent of the nationwide average) loop support portions; and (2) the nationwide average of such support.
