Training and Knowledge Ensure Children a Risk-Free Environment (TAKE CARE) Act - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act with regard to: (1) payment for training of judges, attorneys, and other concerned persons in child abuse and neglect court proceedings; and (2) State standards for attorneys who represent the State or local agency administering the programs under SSA title IV parts B (Child and Family Services) and E.

Directs the Secretary of Health and Human Services to provide technical assistance, training, and evaluations under this Act through grants, contracts, and cooperative agreements with other entities, including universities, and national, State, and local organizations. Authorizes appropriations.
