AIDS Orphans Relief Act of 2000 - Amends the Foreign Assistance Act of 1961 to authorize appropriations for the purpose of assisting microcredit programs that serve the very poor, especially women, in communities heavily affected by Acquired Immune Deficiency Syndrome (AIDS). Sets forth certain program requirements.

Amends the Agricultural Trade and Development Assistance Act of 1954 to authorize the President to provide food assistance to developing countries in order to assist them in mitigating the effects of AIDS. Authorizes appropriations.
