Amends the Stewart B. McKinney Homeless Assistance Act to authorize the Secretary of Education to award national challenge grants for innovation in the education of homeless children and youth.

Allows local educational agencies (LEAs) or consortia of LEAs to apply for such competitive grants. Sets forth certain project priorities.

Directs the Secretary to evaluate grants awarded, and disseminate information regarding such grants to other LEAs serving homeless children and youth.
