Child Opportunity Zone Family Center Act of 1999 - Amends the Elementary and Secondary Education Act of 1965 to add to title X (Programs of National Significance) a new part L, Child Opportunity Zone Family Centers (school-based or school-linked community service centers that provide and link children and their families with comprehensive information, support, services, and activities to improve the children's and families' education, health, mental health, safety, and economic well-being).

Authorizes the Secretary of Education to award competitive grants to eligible partnerships for the Federal share of costs of establishing and expanding such child opportunity zone family centers.

Sets forth requirements for grant funded activities, applications, Federal share, continuation of funding, and evaluations and reports.

Authorizes appropriations.
