Twenty-First Century Research Laboratories Act - Amends the Public Health Service Act with respect to: (1) biomedical and behavioral research facilities, adding congressional reporting requirements about the status of such facilities and the availability and condition of technologically sophisticated laboratory equipment, authorizing appropriations: and (2) construction programs for regional primate research centers, reauthorizing and extending them.
Reauthorizes on a permanent basis the Shared Instrumentation Grant Program.
