Affordable Higher Education-Through-Pell Grants Act of 1999 - Amends the Higher Education Act of 1965 (HEA) to increase the maximum Federal Pell Grant award to $6,500 for academic year 2000-2001.
Amends HEA to declare that there shall be available to the Secretary of Education, from funds not otherwise appropriated, sums necessary to provide funds for such grants in the maximum amounts authorized.
