Gift of Life Congressional Medal Act of 1999 - Directs the Secretary of the Treasury to design and strike a bronze medal to commemorate organ donors and their families.

Makes any organ donor, or the family of any organ donor, eligible for the medal.

Requires the Secretary of Health and Human Services to direct the Organ Procurement and Transplantation Network (OPTN) to arrange for medal presentation to eligible individuals.

Declares the medals to be national medals.

Authorizes the Secretary of the Treasury to enter into agreements with the OPTN to collect funds to offset expenditures relating to medal issuance.

Requires the Secretary of the Treasury to deposit all solicited donations into the Numismatic Public Enterprise Fund.
