Conservation Security Act of 2000 - Amends the Food Security Act of 1985 to direct the Secretary of Agriculture to establish a conservation security program to assist agricultural owners and operators promote conservation of soil, water, and related resources such as wildlife and wetlands.

Requires a participant to submit a resource security plan. Sets forth three tiers of resource security plan conservation practices, and bases a participant's annual payments upon implemented tiers.
