Amends the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999, as amended, to extend until December 31, 2001, the reenactment of chapter 12 of the Federal Bankruptcy Code (Adjustment of Debts of a Family Farmer with Regular Annual Income) (thereby extending family farmer bankruptcy relief).

Makes this Act effective as of July 1, 2000 (the previous expiration date).
