Medicare-Dependent, Small Rural Hospital Equity Act of 2000 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to allow a Medicare-dependent, small rural hospital to elect to apply the Medicare patient population percentage measurement to the three most recent cost reporting periods.
Revises the target amount and rebased target amount components of the formula for calculation of the operating costs of inpatient hospital services of Medicare-dependent, small rural hospitals that elect to apply such measurement.
Repeals the termination of the Medicare-dependent, small rural hospital program, including the authority to decline reclassification from rural to non-rural (thus making it permanent).
