Internet Telephony Access Charge Prohibition Act of 2000 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission from imposing on any provider of telephone service that uses the Internet any contribution for the support of universal service with respect to such transmissions, or any access charge, that is based on a measure of the time that telecommunications services are used in the provision of telephone service.
