Insular Areas Oversight Avoidance Act - Requires the Director of the Office of Management and Budget (OMB) to publish with respect to each covered statement issued by OMB (including executive orders and agreements, presidential proclamations or directives, treaties, and submitted legislation) that does not include any U.S. insular area in any definition of "United States," "United States of America," or "State": (1) an explanation of the reasons for that omission; and (2) a recommendation of whether the definition should include such insular area.
