Riverside School for the Arts Act of 2000 - Directs the Secretary of Education to award a matching grant to a Partnership for the costs of the design, construction, furnishing, and equipping of the Riverside School for the Arts, to be located at a site to be determined by the Riverside Community College District, within the City of Riverside, California.

Requires the Partnership to: (1) consist of the Riverside Community College, the University of California at Riverside, and the Riverside County Office of Education; and (2) execute a memorandum of understanding concerning construction timelines and program development phases.

Authorizes appropriations.
