African-American Civil War Memorial Commemorative Coin Act - Directs the Secretary of the Treasury to: (1) mint and issue one-dollar silver coins emblematic of the African-American Civil War Memorial in commemoration of African-American Civil War veterans who served with Union forces; and (2) distribute all surcharges from coin sales to the African-American Civil War Memorial Freedom Foundation for construction and maintenance of an African-American Civil War Memorial and Museum.
