Migratory Bird Penalty Restoration Act - Amends the Migratory Bird Treaty Act to: (1) decrease the monetary penalty for violations of provisions of the Act or specified conventions with Great Britain, Mexico, Japan, and the Union of Soviet Socialist Republics for the protection of migratory birds; and (2) set a monetary penalty of $5,000 for violations concerning the placement of bait on or adjacent to an area for the purpose of taking or attempting to take any migratory game bird by the aid of baiting on or over the baited area.
