Black Hills National Forest and Rocky Mountain Research Station Improvement Act - Authorizes the Secretary of Agriculture to sell or exchange certain land and administrative sites in the Black Hills National Forest, South Dakota, and to use the resulting proceeds for: (1) acquisition of land and interests in South Dakota; and (2) acquisition or construction of administrative improvements within the Forest. Authorizes appropriations.

Authorizes appropriations for construction of a replacement laboratory for the Rocky Mountain Research Station at Rapid City, South Dakota, to be colocated with at least one of the Forest administrative improvements.
