Teaching Fellows Act of 2000 - Amends the Higher Education Act of 1965 (HEA) to direct the Secretary of Education to make competitive grants to States for public school teaching fellowship programs providing: (1) higher education scholarships to promising high school seniors; and (2) scholarships to individuals, such as those currently in the education field, to complete a bachelor's degree in education, through partnership programs among associate-and-bachelor- degree-granting institutions.
Requires scholarship recipients to repay specified amounts if they do not fulfill certain obligations to teach in public schools.
Authorizes appropriations.
(Designates such programs as part B, Federal Teaching and Partnership Fellows, under HEA title II. Redesignates the current title II as part A Teacher Quality Enhancement Grants for States and Partnerships of title II Teacher Quality.)
