Safe and Healthy Oceanic Recovery and Enhancement Act - Transfers authority under the Marine Protection, Research, and Sanctuaries Act of 1972 (the Act) to issue permits for transportation of dredged material for purposes of dumping it into ocean waters from the Secretary of the Army to the Commission on Dredged Material Policy established by this Act.

Amends the Act to establish the Commission on Dredged Material Policy.
