Let Our Military Personnel Buy a Home Act of 1999 - Extends through FY 1999 a pilot program under which the Secretary of Veterans Affairs may make payments on behalf of eligible veterans for buying down the interest rate on federally guaranteed veterans' loans for housing within housing shortage areas at military installations. Makes $25 million available from the Department of Defense during each of FY 2000 through 2002 for such purpose.
