Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to prohibit dredged material from any Federal or non-Federal project from being dumped in the dredged materials disposal area located east of Sandy Hook, New Jersey, and known as the Historic Area Remediation Site. Makes a provision of such Act regarding State programs and rights with respect to ocean dumping inapplicable to this Act.
