Universal Pre-Kindergarten and Early Childhood Education Act of 1999 - Amends the Elementary and Secondary Education Act of 1965 to include, among authorized uses of grant funds for community learning center programs, the planning, implementing, or expanding of pre-kindergarten curricula and classes for students four years of age or younger. Requires such pre-kindergarten programs to be taught by teachers who possess qualifications equivalent or similar to those of teachers of other grades in the school involved.
