Supplemental Income Payments for Farmers Act - Directs the Secretary of Agriculture to make supplemental payments to producers of eligible crops (wheat, oilseeds, feed grains, cotton, and rice) for crop years in which the national gross revenue of a crop is less than a certain percentage of the five-year average of such crop's national gross revenue.

Authorizes appropriations.
