Amends the Department of Transportation and Related Agencies Appropriations Act, 1996, with respect to the collection of tolls for the Verrazano Narrows Bridge in New York, to repeal the limitation on toll collection to motor vehicles exiting the bridge in Staten Island.

Expresses the sense of Congress that the Triborough Bridge and Tunnel Authority and the Metropolitan Transit Authority should implement hi-speed EZ-Pass in the collection of tolls on the Verrazano Narrows Bridge to meet air quality standards and reduce congestion.
