National Center for Research on Domestic Health Disparities Act - Amends title IV (National Research Institutes) of the Public Health Service Act (PHSA), as amended by the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 1999, to establish, as another agency of the National Institutes of Health, a National Center for Research on Domestic Health Disparities to conduct and support basic and clinical research, training, and dissemination of health information, and other programs with respect to minority health.

Directs the Director of the Center to assist in the administration of certain PHSA clinical research requirements with respect to the inclusion of minority groups as clinical research subjects.

Directs the Secretary of Health and Human Services to establish an advisory council to assist the Director.

Authorizes appropriations.
