Medicare Patient Appeals Act of 1999 - Amends title XVIII (Medicare) of the Social Security Act to: (1) revise Medicare determinations and appeals requirements, providing for deadlines for reconsiderations and appeals under Medicare part A (Hospital Insurance) and for reviews and appeals under Medicare part B (Supplementary Medical Insurance); and (2) eliminate sua sponte motions by the Secretary of Health and Human Services on decisions of the Provider Reimbursement Review Board.

Subjects national coverage determinations to review by the Departmental Appeals Board of the Department of Health and Human Services (HHS), and local coverage determinations to review by an HHS administrative law judge, whose determination may also be reviewed by the HHS Departmental Appeals Board.
