Property Owners Protection Act of 1999 - Amends the Endangered Species Act of 1973 to prohibit any item or information obtained by trespassing on privately owned property or otherwise taken from privately owned property without the owner's consent from: (1) being admissible as evidence in any criminal, civil, or administrative proceeding under such Act; and (2) otherwise being used to administer such Act.
