Hospital Outpatient Preservation Act of 1999 - Amends the Balanced Budget Act of 1997 (BBA '97) to limit temporarily the reductions in Federal payments under the Medicare prospective payment system (PPS) for hospital outpatient department services under title XVIII (Medicare) of the Social Security Act.
Provides for the retroactive effectiveness of this Act as if included in BBA '97.
