State and Local Government Participation Act of 1999 - Amends the National Environmental Policy Act of 1969 to require Federal officials, prior to making environmental impact statements on proposed actions and legislative proposals, to consult with and obtain the comments of Federal and State agencies and county and local governments (currently, Federal agencies) which have jurisdiction or special expertise with respect to involved environmental impacts.
